A teammate links the ticket to a request from the ticket sidebar, and Kai Resolve does it for the tickets it investigates: when the verdict is a feature request, it links the matching request and subscribes the customer. Voting and subscribing are the same action, so the subscriber list is the list of people who asked.

Yes. New requests are compared by meaning against the existing ones. A match is shown in the create dialog and in the widget before a second request is created, and the details can be added to the existing request instead.
