A teammate links the ticket to a request from the ticket sidebar, which adds the customer's vote. From Team, Kai Resolve does this for the tickets it investigates: when it concludes a ticket is a feature request, it adds the customer's vote to the matching request, or files a new request linked to the ticket. Voting and subscribing are the same action, so the subscriber list is the list of people who asked.

Yes. New requests are compared by meaning against the existing ones. A match is shown in the create dialog and in the widget before a second request is created, and the details can be added to the existing request instead.
